Flagstaff Short-Term Rental Guidelines

Flagstaff Airbnb License Registration

As of November 2023, all short-term rental (STR) operators in Flagstaff are required to obtain a Short-Term Rental License. The license is valid for one year and must be renewed annually.

To apply, hosts must:

  • Provide a 24/7 emergency contact.
  • Complete neighbor notifications to adjacent properties, including those directly behind and diagonally across.
  • Hold a valid Arizona Transaction Privilege Tax (TPT) license.
  • Pay the annual license fee of $180.
Applications are reviewed within 7 business days.

Flagstaff Airbnb By-Laws

Flagstaff permits short-term rentals in residential zones but enforces several regulations:

  • The STR license number must be displayed on all advertisements.
  • A notice outlining prohibited uses and emergency contact information must be posted within 10 feet of the primary entrance.
  • Property owners must ensure compliance with local ordinances, including noise, parking, and waste management regulations.
Non-compliance can result in fines ranging from $500 to $3,500, and licenses may be suspended or revoked for major violations.

Before listing your property, confirm with your building’s property manager about any building-specific regulations. Some buildings may allow short-term rentals but enforce additional rules like minimum stay requirements.

Flagstaff Airbnb Tax Collection

Short-term rental income in Flagstaff is subject to several taxes:

  • Arizona Transaction Privilege Tax (TPT): 5.5% of the listing price, including any cleaning fee, for reservations 29 nights and shorter.
  • Coconino County Excise Tax: Varies by county; typically between 0.28% and 6.5% of the listing price, including any cleaning fee.
