Glendale Short-Term Rental Guidelines

Glendale Airbnb License Registration

Glendale requires all short-term rental (STR) operators to be licensed with the city before listing or hosting guests on Airbnb, Vrbo, or any booking platform. This includes proving you have a valid Arizona Transaction Privilege Tax (TPT) license. Each property must have its own license, renewed annually, and operators must keep all contact and ownership information up to date.

The goal of Glendale’s STR ordinance is to ensure safe, responsible hosting, especially in high-demand areas near State Farm Stadium and the Westgate Entertainment District.

Licensing Requirements

To operate a short-term rental in Glendale, owners must:

  • Obtain a City of Glendale STR License prior to renting

  • Maintain a valid Arizona TPT License

  • Provide a 24/7 emergency contact

  • List all property designees and managers

  • Submit a complete application including owner and agent information

  • Pay a $100 annual license fee

  • Ensure no owner or designee has recent disqualifying felony convictions

  • Update the City within 10 days of any changes to license information

  • Renew annually before expiration (licenses are non-transferable)

Neighbor Notification

Before renting a property, hosts must:

  • Send written notice to adjacent and nearby homes (across and diagonal) within 200 feet

  • Provide property address, STR account number, and emergency contact details

  • Submit an attestation to the City confirming notifications were completed

  • Re-notify neighbors within 5 days if contact information changes

Operational Standards

Operators must:

  • Maintain at least $500,000 in liability insurance (or use a platform that provides it)

  • Comply with all City, State, and Federal laws including nuisance, noise, property maintenance, and safety codes

  • Adhere to occupancy limits under the International Fire Code

  • Ensure the property is used only for residential lodging purposes

Prohibited Activities

Short-term rentals in Glendale may not be used for:

  • Commercial, retail, or pop-up store activity

  • Event venues, banquet space, or party-style rentals

  • Adult-oriented businesses or activity

  • Sober living operations

  • Housing sex offenders

  • Selling alcohol, controlled substances, or pornography

Penalties and Enforcement

Glendale can impose:

  • Civil penalties up to $1,000 per month for failure to apply for a license

  • Fines for violations ranging from $500 to $3,500+, or up to three nights’ advertised rent

  • License suspension for up to 12 months after repeat or serious violations

  • Immediate revocation if disqualifying information is discovered after issuance

Each day a violation continues can be treated as a separate offense. Advertising or listing a property without a license is considered evidence of operating illegally.
